it can be both unfortunately, i've certainly -seen- both... personally i've come across the "blithely ignorant 'what do you mean i'm transphobic, i can't be transphobic i'm trans!!!!' spouter of TERF rhetoric" a lot more than the deliberate TERFs, but i have no idea if this reflects the greater trend of these people or not
