Our school system wanted to show off how many smart students they had, so they forced everyone they could into advanced classes.
Problem is, not every student was capable of handling said classes (many of the teachers were straight-up bad at teaching, for starters)... so the school system made more and more rules about how teachers were allowed to grade, what assignments were allowed, and so forth.
End result? Stressed students, overwhelmed teachers, parents who were so confused by the whole thing that they just checked out of their childrens' education.
(I, a 4.0 student who took almost entirely AP classes, was almost unable to graduate because the counselors and teachers didn't understand what credits I needed, so I ended up missing half an art credit and had to quickly take a college art class my senior year.)
