Counterpoint: with ELEUTHIA about to book it like the rest of the subprograms, GAIA had limited amount of time to set up making multiple Aloys, and the ELEUTHIA facility nearest to GAIA had run out of food and had had its servitors break down due to a lack of maintenance and/or active sabotage from people. There was just enough there to produce one viable clone Elizabeth, and even that is a longshot since she would have to then be discovered and raised by the Nora -- which GAIA had no certainty they would do. She just flung a light into the future.

Also there's incidental evidence that humans no longer have twins. Considering how badly finding one random baby in front of the giant metal door went, I think finding multiple babies who are all identical to one another would have gone even worse. (However, there is no proof that GAIA didn't engage other ELEUTHIA facilities to also make Elizabeth clones. The thing is, though, none of those facilities are nowhere near GAIA Prime -- the one in the Sacred Lands is the closest one. There could be multiple Elizabeth clones somewhere out there for all we know, but they could have easily not been picked up by the local tribes, or never discovered a Focus and simply become normal tribal members. As much of a longshot as it was, the Nora were GAIA's best bet, considering they venerated the mountain and kept watch inside it.)
