-Knit a row. Purl a row. -Slip first stitch. Knit rest of row. -Purl row except last two stitches. -Slip a stitch (this will be the third one). Knit rest of row. -Purl row except last four stitches. -Etc until you've run out of stitches. -Knit the active stitches on your needles to their counterparts at bottom of work. Cast off as you go. -Congrats you have a cone (with no bottom).
It's not the prettiest thing in the world (and I'm SURE there's a better way to do it with circular needles or DPNs), but for the purposes of having a tail on a dragon or snake, it works.
